University administration
The structure of the university is currently undergoing a process of change as a result of the provisions of the Thuringian Higher Education Act dated December 2006. Different titles, tenures and electoral procedures have applied since July 2008. The Rector and Pro-Rectors are now President and Vice-Presidents and, together with the Registrar, constitute the university leadership, the Steering Committee. The President leads the Steering Committee and has policy-making authority. He defines specific areas of responsibility with the other members of the Steering Committee. Each Vice-President and the Registrar make decisions within their own department. The President has the casting vote in the event of a tied vote in the decision-making process. The Steering Committee's duties include:
- Making decisions on the state budget report
- Making decisions on the criteria for appointments and distribution of resources
- Monitoring the availability of higher-education training placements
- Taking equality issues into consideration
- Coordinating cooperation between institutions and members
- Doing the annual report to the Convention and the Board of Trustees
- Issuing scale of fees and charges
President
The President is the university's external judicial and extrajudicial representative. His responsibilities include the day-to-day business of the university, the preservation of order and the exercise of domestic authority. He ensures that professors and lecturers duly fulfil their obligations in respect of teaching, examining and mentoring students.
Vice Presidents
The Vice-Presidents are appointed for three years by the President from within the sphere of university members and approved by the Senate. To be appointed Vice-President, one must have completed a higher-education degree and have held a position of professional responsibility for at least three years. The Vice-President of Studies and Teaching must be a professor.
The President can revoke the appointment of Vice-Presidents with the consent of the University Council.
The Head of Administrations
The Head of Administrations is in charge of the administration of the university. He is responsible for the budget. Should the Registrar raise any objections to a decision taken by the Steering Committee with regard to important financial matters, a new ballot must be held.
